SLA template specification

When a resource producer publishes a new resource, he/she may wish to also include an SLA template which describes the contract type that goes with the resource usage, tying all the people involved in the business to behaviours, with penalties for failure to comply. As such a template can be hard to define we propose to develop a skeleton of a template with the corresponding write-up procedure.
